There was something broken in OOo. In newer (since 2.4) it is not possible to
create such documents anymore. It was a "bug" in older OOo that it was possible
to give a Heading paragraph a manual numbering rule.
Such documents must not be "repaired" automatically by newer OOo, because it is
a "legal" situation in the ODF file format.
