I'm afraid this is still not a valid patch. The current behavior just is not a
bug, it works as it was designed. I agree that the wording "Background Setting
for all pages?" is confusing as it should read "Change background setting on
master page?". This is the actual feature, to change the setting of the master
page used by the current page. For most users this is the same as "all pages"
and the wording about master pages would confuse them. Power users with more
than one master page would IMHO have no use of the feature to change the
background for every slide at once. The main reason for having multiple master
pages is to have different backgrounds for different set of slides.

If you still insist that your supposed behavior is better than please start a
discussion on the ux discussion mailing list.
