What part of UW is interested in this? They have an extension program or something? It seems strange to build a certificate or certification under the umbrella of a University as opposed to a professional organization with a brand to market it and industry ties to get it accepted widely.
BTW: http://www.ruby-assn.org/en/certification.htm I would bet if Tim talked to the professors and can prove equivalence of his experience, they would accept him. Professional experience rarely provides the expected knowledge needed for an academic CS degree. I don't know how many self taught folks really have learned the discrete math, computational theory, language theory, etc... expected in a decent CS undergraduate degree.
