That's true, but it's not the point. The point is the (DNS) resolver
routines are only one possibility that gethostbyname might use.
The system might be configured to depend entirely on /etc/hosts. Or NIS.
Or something else. Or a combination.
Diagnosing this type of problem with nslookup on a system that's (e.g.)
only using /etc/hosts and not DNS at all is just going to confuse things.
