I don't use chg-chio, but a quick glance at the code seems to indicate
it does not have a concept of "use only these tapes" from the changer.
Patches would be welcome :-).

You have to amlabel them. Amanda refuses to work with any tape that
does not match labelstr (which would include blank tapes).
