Hmmmm.  Ok.  But what factors would Amanda see as a need to
"promote" a disk?  If a level 0 is done and then subsequent level
1's and maybe a level 2 ensue, why would Amanda suddenly feel the need
to think, "hmmmm, I'll do another level 0 on that disk"?  Why not
go to level 3 if level 2 isn't doin' it for her anymore?  You are
right, it's not a bad thing but it does seem unnecessary and,
if so, uses unnecessary tape.

I looked to the planner messages as you suggested.  On Nov. 25th,
a full level was performed on this disk and the planner reported:

    planner: Full dump of gamow:/export/home promoted from 76 days ahead.

Then on the Dec. 2nd, another level 0 is performed and the planner reports:

    planner: Full dump of gamow:/export/home promoted from 82 days ahead.

Is something getting confused?  Is the planner message on Dec. 2nd --
showing the disk being promoted from 82 days ahead -- revealing that a
counter isn't getting reset?  ie., shouldn't it have been 6 not 82
days?
