Did you enable amindexd and amidxtaped in inetd.conf on "server"?
What's in /tmp/amanda/amindexd*debug on "server"?

Recent (and I don't remember when this feature went in) versions of
amrecover will work with the holding disk. My guess is that if amrestore
is working for you, amrecover will as well when you get the connection
problem fixed.
