The library won't let you insert a tape or cartridge full of tapes
without scanning it.  The only way amanda can access any tape or even
see that a tape is in a slot is if the library has scanned it already.
The slots appear as empty and are inaccessible until they have been
scanned.

Yeah, you can, if you have sufficient access.  Not particularly good for
the student worker whose job it is to change the tapes for me.
