I do not understand why it doesn't want to use the tapes.
Can you try the following: (If you agree amanda can overwrite 000114L7
amrmtape WeeklySet1 --keep-label 000114L7
amatpe WeeklySet1 update 14=
After the update, the taper should load the slot, you should see it in
the taper debug file.
