(Yes, this is the build/install bug that Charles ran into
yesterday.  The file is installed with the correct
permissions/ownership, just in the wrong place.  So the first time you
do an install you will need to move it manually.  After you've moved it
once, though, I think you can just leave it alone on later installs
if you want.   [The only exception would be if you change your configure
parameters in such a way that the newly-build security file has
different contents that your existing one, but that's pretty rare.])
