Interesting.  I can't seem to find good documentation on what these *maps
variables are and how to use them properly.

Yes, this works even without the backslashes
 @spam_subject_tag_maps  = ('***SPAM***(_SCORE_)*** ');
but then I don't get the leading 0's.

And what's worse ALL mails are tagged, not just SPAMs.  Ooooeee.
