Either the [9999] or undef would work, but both settings
must be changed, the by-recipient and the by-sender cutoff levels:
spam_dsn_cutoff_level_maps, spam_dsn_cutoff_level_bysender_maps.

If it is listed as dynamic variable at the end of amavisd.conf-default
it would work, otherwise it wouldn't (answer: it wouldn't).
The heavier cannon needs to be used, its default is:
