Oops. Actually the problem is that amavisd.conf-default does not
list legacy dynamic variables (search for 'legacy_dynamic_confvars'
in file amavisd). So the 'warnbadhsender => 1' _is_ legitimate in
a policy bank and does work, but is to be slowly phased out with
new configurations in favour of warnsender_by_ccat.

I'll list the missing variables in amavisd.conf-default,
thanks for spotting the apparent discrepancy!
