Correct; and notice the warning at the very beginning of this file:

 ## A CONFIGURATION FILE FOR AMAVISD-NEW, LISTING ALL CONFIGURATION VARIABLES
 ## WITH THEIR DEFAULT VALUES (FOR REFERENCE ONLY, NON-AUTHORITATIVE)

Wrong.  Mark distributes 'amavisd.conf' with the source tarball; the FreeBSD
porter DOES NOT MODIFY this file, and simply installs it as
'amavisd.conf-dist'.  See the port's Makefile and amavisd-new's INSTALL file
for further illumination.
