Scanning R/T requires R/T data for however many stocks you want to scan.
You probably know this, but I mention it because frequently people think
eSignal gives you unlimited access, but it's normally only 100 symbols.
You can pay for more.

Multiple criteria is no problem.

Scanning 4-5000 stocks for multiple criteria takes about 5 minutes on my
(moderately fast) machine so scanning 500 Nasdaq stocks every 5 minutes
should work.

H < H of one period ago

If so, could a dual scan (ie, also looking for 

Average Daily Volume for last 20 days > XXX
ATR for last twenty days > XXX
MA10 < MA12 for last X five minute periods
L > L of one period ago) 

be set up and run concurrently?

Assuming any of this was possible, would it require huge amounts of
language ability?
