As the Copyright Office discussion indicates, always attempt to get the authors 
permission.  If this is not possible, then be sure that it is used for the 
purposes noted (and no other) and that the four conditions specified are met.  

Fair Use is a swamp in which both authors and users almost always get bogged 
down.  So users need to do their best to ensure that they are using the 
material for the purposes and in the manner allowed under the exclusion.

  No. It appears there is a lot of confusion on copyright laws. A good

  this isn't official but it is an easier read than the law books. 
  People like Wilder published his works so others could benefit from 
  his discoveries. What the copyright laws do is prevent someone from 
  copying his work and selling it. But the intellectual property he
