Most sane ircd's will throttle connection attempts, ie, if you get
disconnected and reconnect to fast you won't be let back in until you
have backed of for a while.

it looks like they are using bahamauth or how it's spelled (same ircd as
dalnet)... And i'm not familiar with it... I use the ircd that almost
all large ircnetworks use, so i can only tell you that it uses
throttling and assume that bahama* thingy uses it aswell.
