I made it at best a theoretical 15-20 watts from a 3U with deployable panels 
but having less solar power only extends the time it takes to get to the target 
orbit, it still gets there in the end.

I reckon the cost of a launch to get a 3U just to a 700 km LEO could be about 
$150-200,000 but still affordable.
