The launch delay has no connection with Tony's passing, it is due to the US Government juggling the launch sequence of the primary payloads. The first order of business for the FOX team is to deliver the first satellite to the launch authority on time. It is way too late to be making any substantial changes to the FOX-1 satellite unless testing uncovers a serious design flaw. There will be time for new, fun and interesting things on the next satellite in the series.
