First,
Phil said that the list is reserved only to developers, this is not true, it is 
public and anyone can post, but 
it is reserved only for development related issues, as in sending a diff, 
talking about an algorithm, sharing 
protocol/reverse engineering information, etc... that's what he meant, it's not 
to be used for user support, the 
forums are there for that.
about what Tommy said, it is true and Vivia answered you correctly, but I don't 
think it was clear enough.. 
right now we have a webcam configuration tool (as vivia stated where to find 
it, very good explanation imo) but 
the webcam assistant is very different, it's a real 'assistant' (as described 
in HIG standards) which means it 
has a welcome screen, Previous/Next/Finish buttons, and really guides you step 
by step into configuring the 
webcam AND audio, as opposed to the current webcam wizard which is just a 
window listing your webcams and a 
preview frame...
