It would be authenticated of course, we'd need an accounts system, and some administrative control for moderators to be able to clean up/ remove spam. About the hosting, I'm not sure. Depends on what Tjikkun can provide.. We could ask people to host themselves, or to host on rapidshare or filefront. That would minimize the load considerably....
