No, 1833 is "Binding Protocols for ONC RPC Version 2" :) You mean RFC 1866,
which is HTML 2.0. It says that they are encoded with '&' (Section 8.2.1).
It does say that in order to put them safely into URLs, ';' should also be
supported. However, HTML 4.0 seems to drop this second part.
