If the logs have the information you want, then there's no reason to change.

On a multi-site IIS server each virtual host has a number. The services (read
virtual hosts) are ennumerate W3SVC1, W3SVC2, W3SVC3,... so the &j (and junk is
_lower case_) is there to replace that character.

In your log files, the separator is always a comma, the hyphen is used for a
field without any value: user and query fields.

Try this LOGFORMAT command

LOGFORMAT %S, %u, %m/%d/%y, %h:%n:%j, %j, %j, %j, %b, %j, %j, %c, %j, %j, %f,
%q
DEFAULTLOGFORMAT %S, %u, %m/%d/%y, %h:%n:%j, %j, %j, %j, %b, %j, %j, %c, %j,
%j, %f, %q

(I'm not certain about all the field, like the second IP number, but I think
this is accurate).
