I'm not concerned about them being the same URL, even though Analog 
explicitly assumes that URLs are case insensitive if it knows that the OS 
is case insensitive - a perfectly sensible assumption.

Doesn't seem to work on NT - it looks as though Analog ignores the case 
of the PAGEINCLUDE parameters.

One question comes to mind - should all Referrers be links by default? 
Referring pages are, by definition, pages, but I suppose scripts and 
dynamic pages depending on the context to be usable.
