Ack! You're right. Unfortunately there is only one PAGEINCLUDE for both
files and referrers.

Hmmm, interesting question. Are all referrers pages?

I don't see any obvious exceptions in my logs.

Even so, visiting the same CGI script without the arguments is still often
useful.

I guess I'll do this (link all referrers as the default) in the next
version, unless anyone can think of a reason why not.
