I'm fairly certain that IIS doesn't generate a log line like
/index.html,+mozilla/4.0+(compatible;+msie+5.0;+windows+98;+digext),+-
(at least not with the Microsoft supplied Log filters).
Can you post the first 3 or 4 lines of your log file?
