I can confirm that I have seen this problem when analyzing log files for
an intranet, and found fairly significant numbers of clearly bogus
referrers from outside the Intranet. I think I posted something on the
list about it at the time, but I didn't look into the issue too deeply.

One suggestion I would make would be to do a REFINCLUDE on one of the
bogus referrers that crops up a lot, and check the browser report - are
you seeing both Netscape and IE browsers, or just IE, and if IE, are you
seeing 4.x and 5.x, or just 4.x?#

(We were using a standard desktop on our intranet with IE4.x, so I
couldn't do this test, but if you are seeing this bogus referrer problem
on an open site that has traffic from Netscape and IE, and from IE4.x and
IE5.x, you might be at least able to narrow down the sound of the problem
if it's a browser bug).
