You most certainly will not be able to install Report Magic without shell access, and it's not easy to do without root access. Again without shell access, the ability to write scripts and schedule them in cron, you will not be able to do this on the server. In Windows you can do most of this with a batch file and Scheduled Tasks. If your web server uses ssh, then you can use scp to upload the files from a script.
