Sachin, I setup a test config with your log and set the floor to 10,000,000 Bytes, it still picks two of the items.
We're going on the basic assumption that analog works as expected. Don;t assume that at all, there could be a bug. Don't drive yourself crazy on this. Wait for Stephen or Jeremy to address it.
