A web only forum would probably suffer from lower participation and slower
response compared to the mailing list.

I find mailing lists and newsgroups most convenient, an additional web interface
which allows reading and posting messages could be beneficial though, especially
for users who want to quickly look through archives or only post a question or
comment once in a while. Yes the analog archives are there but you cannot post
from the archives (at least, not without subscribing).
