Have you tried disabling "NetBIOS over TCP/IP" on the WINS page of your network properties? I haven't tried it myself, but I think that might control that function. (Of course, you might have to reboot to make that functionality change if you're not running XP or Win2K, and if you need to log onto a LAN when you reboot, then, depending on your network configuration, that might not work properly with "NetBIOS over TCP/IP" disabled, so make sure you have a local Admin account that works before you make this change).
