These characters are not translated in the Referrer Report because doing so would syntactically change the referrer. For example,
  http://www.google.com/search?q=backgammon%26board
and
  http://www.google.com/search?q=backgammon&board
are quite different.

They are translated in the Search Query Report and Search Word Report.
