Check the gedcom specs, to know more about that. this is a link on the wiki but don't worry, the specs are in english. http://www.arvernes.com/wiki/index.php/Ancestris_-_Outils_annexes#La_norme_Gedcom and the part specific to the header is there : http://www.arvernes.com/files/norme_gedcom/55gcch2.htm#S1 (see place hierarchy) It's not mandatory to have those tags, but it is a very very good idea to get them :-) as long as you don't use them, you won't have good results when you will want to display on a map your locations.
