The best approach would be to try Dutch applications such as Adfaer (free)
and GensDataPro (free trial). I'm just a lonesome autodidact in this field.

But I could give you a translation of my personal convention so far:
Postcode : zip-code consist of 4 digits a space and two capitals, together
with a housenumber it is unique. I once received a letter with everything
else scrambled almost beyond recognition except for these two details.
Plaats : village or hamlet, it has road signs with a name, marking the
border were you have to slow down your speed.
Gemeente : community? A city or village with a major, they are joining much
smaller communities the last few and coming decades.
Provincie : a bigger political unit http://nl.wikipedia.org/wiki/Provincie
Land : country

For the increasing significance as required by gedcom, "Straat" (=street)
competes with the postcode. As a matter of fact the significance of a street
goes between the digits and capitals, but in practise you should never split
the postcode.

A bit late, I would not now of a powerfull enough global change command to
insert or add jurisdictions to hundreths of records. Just dreaming: it would
be great if the edit-place dialog would work on multiple selected places
with a checkbox for each jurisdiction to keep or change its value. Together
with an option by which jurisdiction[s] the list should be ordered.
