Hello David:

I don't think that is a matter of services, I assume you have Internet
access and that should start all needed services (I think). Are getting any
kind of message before shutdown? Have you tried running it manually from the
command line?

Please try manually launching the emulator from the command line.

Click on Start, then Run, type cmd [Enter]. When presented with the command
line change your directory to the Android SDK tools subdirectory, for
example: cd \eclipse\android-sdk-windows-1.0_r1\tools (Substitute the path
as needed) Then type emulator [Enter]

Let me know if you get an error message.

In case it helps, following find the list of active services in my XP SP3
box, emulator runs just fine:
