No problemo.  In eclipse, you set up a run profile in "Open run
Dialog" -- you basically just have to give it a name and specify the
project to run -- then run it.  Assuming you don't have a device
plugged in, the first time, it will start the emulator and run it
there.  Subsequent times it just re-runs it in the emulator -- no need
to restart.

The emulator is really close to working with a real phone for stuff
like this.
