"The device ships with a system image that is fully compatible with Android 1.0, so you can rely on it when developing your applications." This is installed and fully-operational out of the box. There is a set of applications that are on T-Mobile's version, but not on Dev Phone 1 (Amazon mp3 and some more), but nothing essential.
