I just received my dev phone and it works right out of the box basically.
The trick is you have to have a data plan in order to activate it.  I live
in USA and have an ATT pay as u go "plan" and it works fine.  You just need
to setup the APN on the phone for your carrier if your not using TMobile.

Check your rate plan to ensure you have what you need.

for it to at least have Wi-Fi, Dial, and Opera loaded out of the box,
