I'm having the same issue -- several complaints about being able to buy, but not download an app. Complaints are on Droid X and Incredible.
Does cancelling and re-ordering help? I can tell you that rebooting the phone, making sure you're logged in to Google Talk, or even updating the app on the market has not helped.
