As far as I've understood, it's not required, so basically you may create a "demo" app, and "complete" it if and when you get to second round. Thatwise anyways it would be vice, so ppl don't have to do unnecessary job just because their app didn't get to the (semi)finals. If anyone has better info, I'd be glad to hear about it.
