OK ... that's one spammer willing to fork over some cash. In GENERAL, this
will not be the case. And this is to publish an UNLIMITED number of apps per
account. That's the problem.

Of course ... which was my point and you just reinforced it: if you can
afford to develop an Android App, another $10 to publish is not going to
kill you, now is it. If that extra $10 is the breaking point for you, you
probably have bigger issues to worry about. =P
