What hurts legitimate developers (and users, and the Android platform in general) is this rampant, uncontrolled garbage in the Market. Start charging to submit an app and you hurt the spammers far more than legitimate developers. Say you charge $10 per app, instead of the one time registration fee. Now you can submit two and a half apps for what it costs to sign up as a developer now - a fee which is already in place to weed out developers that aren't that serious but clearly doesn't really work. This would work very well for most developers, I think, that have one (may two, paid and free) apps out there. And if you want to submit another, any serious developer can forgo a night at the movies to drop another app. Personally, I would be happy to pay per app if it meant not having to be inundated with thousands of "sexy" apps. Also, it would be fantastic if marking apps as spam actually had a legitimate, visible effect in the market. Each app could show it's "Spam Rating" and apps with a high enough spam rating and low enough overall rating could just get automatically booted from the market.
