I apologize for this thread. I have been having trouble with Google Groups. I meant to post more but couldn't.
Had I posted the full code someone would have pointed out that my index array was 1-based when it should have been 0-based. I think that the openGL rendering code is unmanaged C, so I was picking up an extra address that had garbage in it. That's why sometimes the triangles rendered and sometimes they didn't.
