I want even the third tab of choices to be "sticky", though. In many cases the list in the right-hand tab is longer than one screen and making them scroll to the one they want every time is not good. I think a "View Report" button at the top of the list of choices is the most obvious. Then they can start the app, click the right-hand tab, and hit the view button. Three clicks to get to a document (once they've navigated to it the first time). Not bad.
