What confuses me a bit about your description is whether the first and second tab select folders or if they are filters. I suppose a related question is this: if I change the selection in the first tab, what does the second tab subsequently show as the selected item?
If the navigation is via folders, a fly-out menu UI seems more natural than a tabbed UI. But you have this idea that people are more likely to select the left tab to get to the recent items.
