Ctrl+F11 and Ctrl+F12 work for me (Win7 / 64 bit, emulator 1.6).
Ctrl+Win+F11 probably works because the code ignores anything other the
Ctrl and the F11 that it cares about.
Perhaps the particular netbook isn't properly set up (wrong / missing
keyboard driver)? F11 isn't a key anyone uses often, and it not working
can go unnoticed.
Ask the student to press F11 in Eclipse, which is Run|Debug, or
Ctrl+F11, which is Run|Run, to verify that the key works at all.
Oh, here is one more thought.
Does the keyboard have one of those *modal* "Fn" keys, which makes
F-keys do something else (like open the browser, email, change the sound
volume)? If the test in Eclipse doesn't work, check if there is one, and
toggle it back to "pure" F-keys mode.

I have a student in one of my classes with a Windows 7 notebook and (I
think) the latest Android dev tools. Ctrl-F11/F12 isn't rotating the
emulator window. I saw on StackOverflow reference to Ctrl-Win-F11, but
that doesn't seem to do it either.
Anyone with a Win7 machine know the key combination for changing
screen orientation in the emulator?
Thanks!
