try Ctrl + Fn + F12/F11 and it should work. I think enabling/disabling the Fn behavior of the keyboard is in the BIOS setup (at least my dell's settings were there) or somewhere in the keyboard settings in the control panel.
I have just the same behavior on my mac where the the Fn keys were enabled by the default so I have to do Cmd + Shift + Fn + F11 to get the Run command.
