try Ctrl + Fn + F12/F11 and it should work.

I think enabling/disabling the Fn behavior of the keyboard is in the BIOS
setup (at least my dell's settings were there) or somewhere in the keyboard
settings in the control panel.

I have just the same behavior on my mac where the the Fn keys were enabled
by the default so I have to do Cmd + Shift + Fn + F11 to get the Run
command.
In case anyone has a problem in a with that problem with a Mac, just go to
the system settings, keyboard, keyboard and check the use F1, F2, etc as
standard Function keys
 (then you'll have to press Fn + F1~F12 to get the shortcuts working)
