H-m-m. In general, that is good advice, but expensive. Especially when, as shown in this thread, the would-be lawyer's client is not very clear about what he is trying to do, and would have to pay for the lawyer's time while he explains it.
So best if first he polishes his explanation by explaining yet again to the group, just what it really is he is trying to do. As it is, the variety of answers shows it is just not clear. BTW: speaking of that variety, here is one more: why not just pay his brother to download it the same way every intended customer does? If the OP chooses that route, then he neatly sidesteps all the technical issues of APK installers and LVL, and all the legal issues too.
