Android Market already has its own rating system:

It's not the same as MSRB, and applies not only to games, but it's already
there, and has been for a long time. The Market app has a setting to filter
content based on this rating.

There is nothing to stop a developer / publisher to get his Android game
rated (certified?) and include it in the description, screenshots, or promo
graphics.

As for it being required by Google - there is no official announcement is
there?

Besides, which rating system? Europe has its own, PEGI:
