putting this line in the manifest solved the problem

<uses-sdk android:minSdkVersion="4"
                  android:targetSdkVersion="11"  <<<<<<<<

for others migrating apps to 4.0...another gotcha

if you have the following in your activity:

requestWindowFeature(Window.FEATURE_INDETERMINATE_PROGRESS);

you have to call the following right after the setContentView()

        setProgressBarIndeterminateVisibility( false );
